Here is the short version, because if you are evaluating a building right now you deserve the answer up front. When a building's use changes, the building code does not see a renovation. It sees a new occupancy, and it re-asks five questions the original building already answered for a different purpose: how people get out, how fire is controlled, how everyone gets in and around, what the structure carries, and what the energy systems must do. The construction is often the easy part. The occupancy change is what drives the cost, the schedule, and sometimes the decision of whether to buy the building at all.
I have spent a good part of my career on projects where a building built for one life gets asked to live another. What follows is what the code path actually looks like, trigger by trigger, so you can see it before you own it.
First, what counts as a change of use?
Every building carries an occupancy classification: the code's category for what happens inside it and how much risk that activity carries. Offices, warehouses, churches, restaurants, and apartments each sit in different classifications with different rules. When your intended use moves the building from one classification to another, the jurisdiction reviews the building against the requirements of the new one. You are not grandfathered into the old answers. That single fact explains most of what surprises buyers.
A note on scope before we go trigger by trigger: this piece is about what a change of use adds to a commercial project, not everything a commercial project involves. A conversion is still a commercial project in full. An architect of record producing sealed construction documents, licensed mechanical, electrical, and plumbing engineering where the scope requires it, structural engineering, plan review, and inspections all come with the territory, the same as they would on new construction. The five triggers below are the layer the occupancy change puts on top of all of that, and they are the layer that most often catches buyers off guard.
Trigger one: getting people out
Egress is the code's first concern, and it scales with people. A warehouse with a handful of workers and a venue with several hundred guests have completely different exit requirements: how many exits, how wide, how far anyone travels to reach one, and how the paths are lit and marked.
Picture a warehouse becoming an event space. The building may be structurally perfect for it, with the open span venues want. But the exits that satisfied a low occupancy building will almost never satisfy an assembly occupancy, and adding exit capacity can mean new openings in walls that were never designed for them. That is not a finish decision. It is one of the first numbers in the whole project.
Trigger two: controlling fire
Fire protection requirements follow occupancy and occupant count. A use change can trigger sprinkler requirements where none existed, along with alarm and detection systems sized to the new occupancy. In an older building this is rarely a simple install: there has to be water supply to feed a system, routes to run it, and ceilings and structure that can accept it. And the supply question reaches past the building: a sprinkler system only works if the street can feed it. Hydrant flow tests tell you what the municipal supply actually delivers at the site, and where it falls short, the project may be buying a dedicated fire service line, an upsized tap and meter, or in the hardest cases a fire pump to make up the difference. Whether the building and the street already have any of that is knowable before purchase, and it is worth knowing, because a required system with no supply to feed it is one of the larger line items a conversion can carry.
Trigger three: getting everyone in
Accessibility obligations attach to the new use. A building that predates modern accessibility standards did not have to answer for them in its old life, but the conversion does: entries, routes through the space, restrooms, and where floors change level, the means of moving between them. It starts outside the front door, too: accessible parking in the right count and configuration, and an accessible route from those spaces into the building. Picture an older two story office becoming a restaurant. The dining public must be able to enter, move, and use the space in ways the code did not ask of a private office decades ago, and the cost of that answer depends heavily on the building you chose.
Trigger four: what the structure carries
Structural requirements change with what the space holds. Assembly crowds load a floor differently than storage racks or office furniture, and some conversions move in the other direction, asking a light building to carry something heavy. Old buildings also hold their surprises behind the finishes, and the drawings, when they exist, do not always match what was actually built. A structural read of the building against the intended use belongs in the evaluation, not in the construction phase where it becomes a change order with a schedule attached.
Trigger five: what the energy systems must do
Energy code obligations can attach to the converted use as well: insulation, glazing, and mechanical system performance the original building never had to meet. Picture a church becoming apartments. A sanctuary conditioned for a few hours a week and a residential building conditioned around the clock are different mechanical problems, and the envelope that was acceptable for one may not be for the other. This trigger rarely kills a project on its own, but it is a real number, and it belongs in the budget before the budget is a promise.
The part nobody can see from the drawings: the jurisdiction
Here is the honest complication. How these five triggers get interpreted varies by jurisdiction, and it varies more than most buyers expect. We have worked with permitting departments in more than twenty Tennessee jurisdictions, and the same conversion can carry a different code path in two towns twenty minutes apart. The local answer is knowable in advance, but someone has to go ask the question, and the right time to ask is before you close. And that is before zoning: whether the new use is permitted on the parcel at all is a separate question answered by a separate department, and parking is often where it bites. Parking requirements are typically set by use, and where minimums apply, a use change can demand more spaces than the site physically has. A restaurant asks more of a parking lot than the warehouse it replaced ever did. Both questions belong in the same pre-purchase conversation.
What to do with all this
If you are considering a building for a new use, the sequence that protects you is short. Establish the current occupancy classification and the one your use requires. Walk the five triggers against the actual building, not the listing photos. Get the local jurisdiction's read on the conversion. Then put the whole number, purchase plus conversion, next to the project you actually want. Sometimes the building is a rare fit and the conversion is the bargain it looks like. Sometimes the honest answer is that the building is not a good fit for the use, and hearing that before closing is worth more than any discount on the price.
The design team belongs in that sequence early. Reuse is a specialty, and plenty of good firms will not touch it, just as some only do ground up work or only do renovations.
